The National Consumer Cost Transparency (NCCT) initiative was developed to provide Blue Cross Blue Shield members with clearer visibility into healthcare costs across common treatment categories. The platform aggregates standardized cost data submitted by participating Blue Plans nationwide and applies a nationally recognized methodology to ensure consistency and accuracy.

The resulting database supports the BCBS Axis® Provider Insights platform, enabling users to estimate treatment costs, understand expected out-of-pocket expenses, and explore opportunities for savings. Through bi-annual data refreshes and large-scale data integration, the platform maintains a comprehensive and reliable resource that empowers consumers to make more informed healthcare decisions.

The NCCT database aggregates healthcare cost data supporting approximately 110 million Blue Cross Blue Shield members nationwide.

The platform integrates medical, pharmacy, and behavioral health data to provide a comprehensive view of plan performance and member care patterns.

Plans can compare their performance against national, regional, and peer-plan benchmarks to identify strategic opportunities for cost containment and improved care management.
